
Happy November to the Fighting 48th!
I can’t believe we are entering the holiday season already! Seriously, wasn’t it just July? It is my pleasure to represent the 48th Assembly District in the California State Legislature. This term marks my ninth year as a Legislator in the California State Assembly. It is an honor to serve over 498,000 residents in our district and collaborate with nine cities across the San Gabriel Valley. I’m excited to share my October 2025 Newsletter and help ensure our communities stay up to date on state-related matters.
District Updates
Children’s Law Center of California Champion Honoree

It was such an honor to be recognized by the Children’s Law Center of California as their 2025 Champion Honoree. During my time in the Legislature, I have strongly advocated for foster youth across the state. From crafting critical legislation, such as this year’s Assembly Bill 373, to advocating for vital budget allocations, we have taken immense strides toward ensuring that foster youth across the state feel safe, healthy, and supported.
The work does not stop here, and we will continue to make every effort to remind the foster youth that they are not alone in this fight. A special thank you to the CLC team for all that they do.
Domestic Violence Awareness Month Press Conference

In honor of Domestic Violence Awareness Month, I joined Senator Rubio, LA County Sheriff Robert Luna, Christopher Negri of the California Partnership to End Domestic Violence, Lan Pham of the LA County Department of Public Health, and countless advocates who courageously fight for visibility and resources for those impacted by domestic violence. As the Chair of the Select Committee on Domestic Violence, and as a sister, mother, and teacher, being a voice of strength and justice for survivors and their families is imperative.
I'd like to thank all of the courageous speakers and community members who came out yesterday to share their stories and stand in solidarity with those who have been affected by domestic violence in some way, shape, or form. The work you do, the stories you tell, and the support you provide to others are critical and invaluable.
I would also like to give a very special thank-you to the courageous families impacted by domestic violence who continue to share their stories and support others: Karen Chun, Ana Estevez, and the parents of Angelina Gonzales.
YWCA SGV: Advocacy Award

Thank you to the YWCA SGV for honoring me with the Advocacy Award.
As Chair of the Assembly Select Committee on Domestic Violence, I remain deeply committed to protecting our loved ones and neighbors from abuse. Our AD 48 community is fortunate to have the YWCA SGV, and we thank them for continually and unconditionally supporting families who are going through unimaginable experiences. Together, we are making a difference!
SGV Public Service Award

It was an honor to receive the Public Service Award from the San Gabriel Valley Economic Partnership! Being recognized in this capacity compels me to reflect on the responsibilities I share with other elected officials: serving people, listening to voices that often go unheard, and delivering results. It is a true privilege to serve you in the California State Assembly.
UEI College Tour West Covina

In October, I had the opportunity to tour UEI College in West Covina. It was beyond inspiring to see students learning and engaged throughout the various programs offered at the facility. I had a great time speaking with the students and learning more about their goals and objectives after graduation. Thank you to the staff for hosting me, and thank you for your dedication to the well-being and success of your students.
Sparks Middle School Civic Learning Award of Excellence

Congratulations to Sparks Middle School from Hacienda La Puente Unified School District for being recognized as the top middle school in the state to receive the 2025 Civic Learning Award of Excellence. I commend the school's leadership for their dedication to immersing students in civic life and for implementing meaningful, innovative programs. Thank you to Chief Justice Patricia Guerrero of the California Supreme Court and Presiding Judge Sergio Tapia for presenting the award.
More Academic Accolades

Schools in the 48th Assembly District have been recognized on the 2025 California Honor Roll by the Educational Results Partnership (ERP) for demonstrating consistent student progress and achievement in English Language Arts and Math. Congratulations to the following Unified School Districts (USD) in the 48th Assembly District: Bassett USD, Charter Oak USD, Covina Valley USD, Duarte USD, Glendora USD, and Hacienda La Puente USD, and to all statewide recipients as well! As a teacher, seeing students and schools thriving and achieving is inspiring and heartwarming.
Spaghetti Eddies 40th Anniversary with Glendora Chamber of Commerce

Happy 40th Anniversary to Spaghetti Eddies, Glendora’s favorite mom and pop Italian restaurant. Team Rubio was honored to celebrate this amazing milestone with the Glendora Chamber. The spaghetti-eating contest was a major hit. Congratulations to the winners, who are now well carbo-loaded for turkey trots and holiday errands!
Legislative Updates
October 12th was the last day for bills to be signed by the Governor. I am pleased to announce that several of my bills have been signed into law, including:
- AB 373: Dependency Proceedings: Counsel
- AB 428: Joint Powers Agreements: Water Corporations
- AB 1007: Land Use: Development Project Review
- AB 1009: Teacher Credentialing: Administrative Services Credential: Occupational and Physical Therapists
Additionally, legislation I introduced earlier in the year was absorbed into larger bills authored by other members, including:
- AB 1454: Pupil Literacy, by Speaker Rivas, myself, and Assemblymember Muratsuchi (this bill absorbed my Early Literacy bill AB 1121)
- SB 707: by Senator Durazo, which absorbed AB 259
The next two months will be busy for the legislative team and me, as we will be analyzing new bill proposals and reconsidering any that did not make it through the full legislative cycle last year.
Young Legislators Program Enrollment Still Open

There is still time to register for the Young Legislators Program. If you are a junior or senior in high school (or know one) looking for some hands-on experience in public service, local government and policy, this is the program for you.
