Happy October to the Fighting 48th!

I hope you are enjoying the beginning of cooler weather and finding ways to have fun, connect with your community, spend time with family, and take care of yourself this month.

It is my pleasure to represent the 48th Assembly District in the California State Legislature. This term serves as my 9th year as a Legislator in the California State Assembly. It is an honor to serve over 498,000 residents in our district and collaborate with nine cities in the San Gabriel Valley. I am excited to share my September 2025 Newsletter and ensure our communities stay up-to-date with state-related matters.


District Updates

Route 66 Parade: Duarte


The Route 66 Parade made its comeback this year as it coincided with the 68th year of Duarte’s incorporation. This event was such a blast; our lovely Duarte residents and community members made this a parade to remember. Thank you to the elected officials, community leaders, Parks employees, sanitation workers, and public safety members who made this event as rich and fulfilling as it was. See you on Route 66!


WIC: Covina


This month, I was able to tour Covina’s Women, Infants, and Children (WIC) Center. WIC is a phenomenal resource to our families, providing anything from nutrition tips to breastfeeding education, and beyond! Thank you to Kiran and her staff for providing personalized support to our communities across the state of California.


Tai Ji Men 25th QiGong Academy Anniversary


Team Rubio was honored to attend and celebrate the 25th anniversary of Tai Ji Men Qigong Academy in Walnut. Congratulations and best wishes as you continue to promote peace, mental health, and spiritual well-being in the community.


Grand Opening: Kenneth M. Bell Gymnasium at Duarte High School


Team Rubio was delighted to attend the grand opening of the new Kenneth M. Bell Gymnasium at Duarte High School. I commend the school’s leadership for their efforts in providing our students with a new, beautiful facility where they can learn, grow, and participate in a variety of sports. Congratulations to the Duarte Unified School District, and thank you to Mr. Kenneth Bell for your leadership and years of dedicated service to the Duarte School District.


Capitol Updates

Legislative Updates

September, especially the first two weeks were nearly all blended together and full of legislation; long, long hours in the legislature for the Legislators, the staffers and the people who keep the Capitol up and running.

As our last newsletter mentioned, the legislative cycle was to end on September 12– this year, we ended a day later, to accommodate the “72 hour rule,” where any bill amended has to have been read and then voted upon no sooner than 72 hours later. My office is awaiting signatures from the Governor for all of our proposed legislation. The last day for all bills to be signed is October 13 (formerly the 12th).

The bills we are waiting for updates on are as follows:

SB 707, in case you are wondering why we are looking out for a Senate bill on the assembly side, our former AB 259 became part of a larger Brown Act-related bill package (SB 707) authored by Senator Durazo.

AB 373, our nonminor dependent counsel bill; AB 428, our JPA for water corporations bill; AB 689, our foster youth disaster aid assistance bill; AB 1007, our Permit Streamlining Act; AB 1009, our administrative credentialing bill for occupational and physical therapists; and AB 1454, our early childhood literacy bill, which is being carried by Speaker Rivas.

HCR 68: Freedom Flag


On September 11, I presented House Resolution 68, which designates the Freedom Flag as the official state symbol to commemorate and honor the tragedy and the incredible heroism witnessed on September 11, 2001. A special thank you to George and Alexa, the staffers who helped bring this resolution to fruition, and a huge shout-out to the Freedom Flag Foundation, which has made this symbol a reality across the country.


Saying Goodbye to our Capitol Office Intern


At the end of the month, the Capitol office said goodbye to our intern, Anais. She spent the better part of this year learning everything there is to know about legislation, politics, and the day-to-day at the Capitol. No task was too large for this smartie-pants; she took on every assignment with grace and eagerness and even staffed a bill, AB 689, which is no small feat. We wish Anais the best of luck with her studies and sophomore year at UC Davis, and cannot wait to see her here again.

It’s that time of year again, folks! If you are a junior or senior in high school (or know one) looking for some hands-on experience in public service, local government, and policy, this is the program for you. Special Election Tuesday November 4


Election time is fast approaching, and your vote is vital in shaping our future! I am here to ensure you have everything you need to stay informed and prepared. Explore the resources available to help you and our community get ready for this important election year. The last day to register to vote for the November 4, 2025, Statewide Special Election is October 20, 2025.

You can always vote in person on Election Day. For more information, visit the California Secretary of State website.


The Adventure Pass

The Adventure Pass has been launched by California State Parks, First Partner Jennifer Siebel Newsom and the California Natural Resources Agency. All fourth graders in California can now get a free California State Parks Adventure Pass, giving them the opportunity to explore 54 select state parks free for a year. What a wonderful way to explore our great state!

The pass is valid for a one-year period while the child is a fourth grader or fourth-grade equivalent, from Sept. 1 to Aug. 31. For full terms and conditions, click here.
