Governor Signs Assemblywoman Rubio’s Bill to Crack Down on Illegitimate Solicitors

SACRAMENTO, CA – Today, Assemblywoman Blanca E. Rubio (D-Baldwin Park) announced that Governor Edmund G. Brown signed Assembly Bill 660, legislation to protect Californians from being exploited by illegitimate solicitors on the premises of public agencies.

"In various counties across the state, California residents have filed complaints about the solicitation occurring at public agency offices by illegitimate solicitors posing as legitimate third-party vendors," said Rubio. "This is extremely problematic considering unknowing citizens have fallen victim to solicitors falsely representing themselves. These bad actors not only give a bad name to legitimate vendors but they deter those from attending to their order of business without distraction."

AB 660 will protect the rights of members of the public to freely and without undue interference exercise their Constitutional right to petition government and gain access to governmental offices at any public agency. By providing public agency employees with this new section to current code, we are supplying them a legal means to remove illegitimate solicitors from their premises.

Starting January 2018, any person found falsely representing themselves on the premises of a public agency and who refuses to leave after being asked, will be subject to an infraction of up to $400.

The 48th Assembly District, is comprised of the cities of Azusa, Baldwin Park, Bradbury, City of Industry, Covina, Duarte, El Monte, Glendora, Irwindale, Monrovia, West Covina, and the San Gabriel Valley unincorporated areas of Los Angeles County, including Bassett, Charter Oak, Citrus, East Arcadia, Ramona, Valinda and West La Puente.
