SACRAMENTO, CA – Today, Assemblywoman Blanca E. Rubio (D-Baldwin Park) announced that Governor Edmund G. Brown signed Assembly Bill 752, legislation to protect the education of our earliest learners, children ages three and four years old, by prohibiting unnecessary expulsions and establishing a process for providers to address students’ behavioral needs.
“Having taught for 16 years, I believe we need to ensure that all children are given a fair opportunity to succeed in their earliest school years,” said Rubio. "This bill will help the teacher, the students and the parents develop a plan to address the child’s behavioral challenges."
Current law fails to provide adequate safeguards to ensure our youngest learners are not unnecessarily expelled or unenrolled in the California State Preschool Program. Recent data shows expulsion occurs frequently in preschool programs across the United States and is even higher in California. This bill would make certain there are appropriate steps taken to maintain children’s safe participation in the program.
Scott Moore, CEO at Kidango and sponsor of the bill reported, “A three- or four-year-old's first experience at school should not be expulsion. This law will help protect children and give them greater opportunity to be ready for success in school."
